The aim of this year's Forum is to provide an opportunity for a more interactive and responsive conversation focused on current issues affecting the Sacramento River watershed.

We are pleased to feature members of the Public Policy Institute of California (PPIC) as our opening panel followed by panel discussions on:

  • Groundwater legislation
  • Innovative watershed management responses
  • Investing in watershed services
  • Managing for droughts and less reliable water supplies

The Forum will culminate with a thought-provoking exchange of ideas on integrating solutions.

Keynote Panel: Public Policy Institute of California (PPIC)

Moderator: Karen Buhr, Executive Director, California Association of Resource Conservation Districts (CARCD) and SRWP Board Member

Ellen Hanak is an economist and senior policy fellow at the PPIC. Her career has focused on the economics of natural resource management and agricultural development. Since joining PPIC in 2001, she has built an influential, multi-disciplinary water policy research program involving scholars from across California. She has also held research positions with the French agricultural research system, the U.S. President’s council of Economic Advisors, the World Bank, and the Brookings Institution.

Jay Lund is an adjunct policy fellow at PPIC and Professor of Civil and Environmental Engineering at UC Davis. He is on the editorial board of several water resources publications, has been a member of the Advisory Committee for the 1998 and 2005 California Water Plan Updates, and has served as Convenor of the California Water and Environment Modeling Forum (CWEMF) and President of the Universities Council on Water Resources (UCOWR), and the Delta Independent Science Board.
